A patch release for the new console in 0.4.0.

Fixed

• Global options written as a cluster of short flags, such as -qn, -vq or -nvv, now work everywhere their separate forms do. Before, they were only picked up once the command had started: bin/<app> migrate -qn still printed the startup logs, an error block under -vq left out the error chain, and summer did not pass them on to the application binary's commands. Separate flags (-q -n) were not affected.

Changed

• The console layer has a full suite of unit and golden tests: logging channels and redaction, the command list and help layouts, error blocks, exit codes, the widgets in every output mode, and the framework commands' --json, --pretend and production-confirmation behaviour.
